Allows boards of trustees of constituent institutions (public universities) and community colleges to operate charter schools in addition to private nonprofit corporations.

Defines "board of a charter school" to include boards of directors of private nonprofits, boards of trustees of constituent institutions or their appointed boards, and boards of trustees of community colleges or their appointed boards.

Updates the North Carolina Office of Charter Schools to provide technical assistance to nonprofit corporations, boards of trustees of constituent institutions, and boards of trustees of community colleges seeking to operate charter schools.

Establishes that employees of charter schools operated by constituent institutions or community colleges are eligible for State-funded employee benefits including membership in the Teachers' and State Employees' Retirement System and State Health Plan.

Makes conforming changes throughout charter school law to recognize all three types of charter school operators rather than only private nonprofit corporations.
