Authorizes Chapel Hill-Carrboro City Schools Board of Education to operate a school calendar flexibility pilot program allowing the district to set its own opening and closing dates, notwithstanding state law G.S. 115C-84.2(d).

Pilot program runs from the 2017-2018 school year through the 2021-2022 school year to evaluate impacts on student achievement and innovative educational program design.

Chapel Hill-Carrboro must submit specific calendar changes to the State Board of Education, publish changes on its website, and may conduct surveys of parents and school personnel regarding calendar modifications.

District must submit annual reports to the Department of Public Instruction including opening/closing dates, exam calendars, alignment with higher education institutions, student achievement data, and summer learning loss information.

Department of Public Instruction must report annually by October 15 to the Joint Legislative Education Oversight Committee on program implementation, student achievement data, and recommendations regarding modification, continuation, or statewide expansion.
