Establishes a 13-member Joint Legislative Committee on the Unfunded Liability of the Retiree Health Benefit Fund, consisting of 5 Senate members, 5 House members, the State Treasurer or designee, the Executive Administrator of the State Health Plan, and a Board of Trustees representative.

Committee shall examine seven options for reducing the unfunded liability including increasing fund appropriations, shifting costs to federal programs, transitioning from defined benefit to defined contribution models, increasing service requirements, requiring employee contributions, and increasing retiree out-of-pocket costs.

Committee members may exercise powers under G.S. 120-19 and related statutes, meet in the Legislative Building or Legislative Office Building, and may contract for professional and consultant services.

Committee must issue final report with findings and recommendations, including any necessary legislation, to the 2018 Regular Session of the General Assembly upon its convening.

Act becomes effective when signed into law.
