Removes restrictions on school opening and closing dates for 15 specified school systems in North Carolina, allowing local boards greater flexibility in calendar adoption.

Eliminates the requirement that schools open no earlier than the Monday closest to August 26 and close no later than the Friday closest to June 11, except for year-round schools.

Removes the "good cause" waiver provision that previously allowed the State Board of Education to approve earlier August 19 opening dates only for schools that had experienced eight closure days per year over a four-year period.

Applies only to Bertie County Schools, Edenton-Chowan Schools, Edgecombe County Schools, Halifax County Schools, Hertford County Schools, Martin County Schools, Nash-Rocky Mount Schools, Northampton County Schools, Roanoke Rapids Graded School District, Tyrrell County Schools, Vance County Schools, Warren County Schools, Washington County Schools, Wilson County Schools, and Weldon City Schools.

Effective upon enactment and applies beginning with the 2017-2018 school year.
