Allows local boards of education in Columbus County Schools, Robeson County Schools, and Whiteville City Schools to begin the school year no earlier than the Monday closest to August 10 instead of August 26, providing earlier calendar flexibility.

Removes the "good cause" waiver process for requesting early start dates, eliminating the requirement to demonstrate eight days of closures in four of the last 10 years due to severe weather or emergencies.

Permits school systems with fall semesters concluding before December 31 to administer assessments and final exams prior to semester conclusion, rather than within the final 10 instructional days of the school year.

Maintains the requirement that closing dates remain no later than the Friday closest to June 11 and that schools must still meet minimum instructional days and time requirements.

Effective beginning with the 2017-2018 school year and applies only to the three specified school systems in southeastern North Carolina.
