Establishes a two-year youth development pilot program administered by the Department of Health and Human Services, Division of Social Services, operating in three geographically diverse counties representing tier one, tier two, and tier three economic designations.

Creates local youth development committees in each pilot county with five members: one county commissioner, one board of education member, one chamber of commerce representative, and two additional community members appointed by the county board of commissioners.

Authorizes committees to establish grant criteria and award funds to community organizations providing after-school and vacation counseling, mentoring, tutoring, and support services for K-12 students, with no funds permitted for administrative costs.

Requires local committees to report to the Division by July 1, 2018 and 2019, with the Division submitting interim reports by October 1, 2018 and final reports by October 1, 2019 to the Joint Legislative Oversight Committee on Health and Human Services.

Appropriates $300,000 for fiscal year 2017-2018 and $300,000 for fiscal year 2018-2019, with each participating county receiving $100,000 annually, effective July 1, 2017.
