Establishes exclusive jurisdiction of the Judicial Standards Commission (not the State Bar Council) to discipline judges and justices of the General Court of Justice for conduct occurring while in office.

Prohibits the State Bar Council from disciplining sitting judges for conduct occurring while in office, though it retains authority over conduct that occurred prior to the judge's election or appointment.

Clarifies that the exclusive authority and procedure for judge discipline shall be in accordance with Article 30 of Chapter 7A of the General Statutes.

Preserves constitutional impeachment powers under Article IV, Sections 4 and 17 of the North Carolina Constitution.

Effective upon enactment and applies to orders or decisions entered on or after the date the bill becomes law.
