Permits students attending public schools without interscholastic athletics programs in a given sport to participate at the nearest public high school offering that sport, subject to regular enrollment terms and conditions.

Allows home school students to participate in sports at their base public high school or, if that school lacks the program, at the closest public high school offering the sport, under the same terms as regularly enrolled students.

Authorizes public high schools to charge reasonable participation fees to non-enrolled students participating in sports or extracurricular activities, as established by local boards of education.

Requires home school students to be permitted to participate in extracurricular activities at their base public high school or the closest school offering the activity if their base school does not offer it.

Effective beginning with the 2017-2018 school year.
