Establishes the North Carolina Naturopathic Doctors Certification Act to create standards for certifying naturopathic doctors and protecting public health and safety.

Creates a seven-member North Carolina Naturopathic Doctors Certification Board appointed by the General Assembly and Governor, with four naturopathic doctors, two physicians, and one public member.

Defines the scope of naturopathic medicine practice, including use of natural remedies, diagnostic testing, physical medicine, and health counseling, while prohibiting prescription drugs, surgery, and certain advanced procedures without additional licensure.

Requires applicants for certification to graduate from an approved naturopathic medicine program, pass the Naturopathic Physicians Licensing Examination (NPLEX), obtain letters of support from physicians in at least four specialty areas, and renew certification every two years with 40 hours of continuing education.

Establishes certification fees ($200 application, $600 initial certification, $400 renewal), disciplinary authority for the Board, criminal history background checks, and an Advisory Council with representatives from medical societies, naturopathic organizations, pharmacy, and nursing.
