Removes restrictions on school opening and closing dates for Davidson County Schools, Lexington City Schools, and Thomasville City Schools.

Eliminates the requirement that school opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11 for these three school systems.

Eliminates the "good cause" waiver provision that previously allowed the State Board of Education to authorize earlier August 19 opening dates based on documented weather closures.

Applies only to the specified three school systems in North Carolina, effective beginning with the 2017-2018 school year.
