Revises and consolidates the Charter of the City of Creedmoor, North Carolina into a single comprehensive document incorporating prior acts.

Establishes a council-manager form of government with a five-member Board of Commissioners serving four-year staggered terms and a Mayor serving two-year terms, all elected at-large on a nonpartisan basis.

Regular municipal elections held in odd-numbered years with two Commissioners elected in 2017 and every four years thereafter, and three Commissioners elected in 2019 and every four years thereafter.

Designates the Mayor as official head of city government to preside over Board meetings with tie-breaking vote authority, and requires appointment of a City Manager, Attorney, Clerk, Finance Director, and Tax Collector.

Preserves the effectiveness of Chapter 610 of the 1987 Session Laws and S.L. 2012-55, and maintains all existing ordinances, resolutions, and provisions not inconsistent with the revised charter.
