Allows Robeson County and its municipalities to give preference to local bidders on public construction, repair, and procurement contracts if the local bid is within 5% or $10,000 (whichever is less) of the lowest nonlocal bid, and the local bidder matches the lowest nonlocal bid price.

Requires contractors awarded contracts under this preference to give preference to local businesses and local residents for subcontracts and employment, subject to competitive bidding and qualifications requirements.

Requires contractors to submit a Community Preference Plan within 30 days of contract award identifying local businesses and residents to be used, good-faith efforts made to contact local vendors and hire local workers, and estimated dollar value of work performed by local businesses.

Defines "local bidder" as a business that has paid unemployment or income taxes in North Carolina with principal place of business in the county or municipality, and "local resident" as a person whose primary residence is in that jurisdiction.

Effective upon enactment and applies to all bids received on or after the bill becomes law.
