Requires the Office of Information Technology Services to contract with a third party to operate an electronic database for storing and accessing transaction information from pawnbrokers, currency converters, precious metals dealers, and secondary metals recyclers.

Mandates that pawnbrokers, currency converters, precious metals dealers, and secondary metals recyclers submit transaction information to the database within 12 hours of each transaction at no cost to the reporting entity.

Restricts database access to North Carolina law enforcement officers and agencies via the Internet, with data remaining secure and state-owned, and declares the information is not a public record under Chapter 132 of the General Statutes.

Provides exceptions allowing entities to delay submission for up to 36 hours after database restoration if the system is offline, or to forgo submission if they lack technological means to access the database.

Becomes effective October 1, 2017.
