Allows Currituck County to use developer funds for construction of roads that provide interconnectivity between subdivision streets and roads.

Permits developers to provide funds to the county in lieu of required street construction, with all funds used solely for road development including design, land acquisition, and construction.

Authorizes Currituck County to undertake road construction activities in conjunction with the Department of Transportation through an agreement between the county and DOT.

Allows the county to retain developer funds rather than transferring them to municipalities, enabling the county to manage these road development projects directly.

Applies only to Currituck County and becomes effective upon enactment.
