Authorizes Dare County Board of Commissioners to conduct an election in the Hatteras voting precinct on whether to allow the Hatteras Village Community Center District to expand uses of existing ad valorem tax funds to include construction and maintenance of multiuse pathways around the village.

Election shall be conducted under Chapter 163 of the General Statutes with ballot containing "FOR" and "AGAINST" options regarding the pathway funding expansion.

If a majority of voters approve, the Board of County Commissioners must adopt a resolution and file it with the Clerk of Superior Court of Dare County.

Modifies Chapter 212 of the Session Laws of 1981 to authorize the Hatteras Village Community Center District to use ad valorem tax revenue (up to 15 cents per $100 of taxable valuation) for multiuse pathway construction and maintenance in addition to community center operation and maintenance.

Changes become effective only if voters approve the election in Section 1, otherwise the act takes effect immediately upon becoming law.
