Applies only to the City of Winston-Salem and amends G.S. 132-1.4A regarding law enforcement agency recordings.

Reclassifies recordings as public records subject to disclosure and release within a reasonable timeframe as determined by the law enforcement agency, unless a court order prohibits disclosure.

Requires law enforcement agencies to provide written notice at least five calendar days before disclosing or releasing recordings to the district attorney, affected employees, persons in the recordings, and their personal representatives.

Establishes a new court process allowing any person, the district attorney, or the law enforcement agency to petition Forsyth County Superior Court for an order prohibiting disclosure or release of recordings based on specified factors including public safety, confidentiality of investigations, and fair administration of justice.

Allows law enforcement agencies to disclose or release recordings to district attorneys for criminal review, discovery, criminal proceedings, law enforcement training, and other law enforcement purposes without court authorization.
