Eliminates separate tuition rates for in-state nonpublic school students in the North Carolina Virtual Public School (NCVPS) program, allowing them to enroll in courses tuition-free.

Requires the NCVPS Director to report annual enrollment numbers and instructional costs for nonpublic school students to the State Board of Education.

Extends free NCVPS course access at the same rates as public school students to students in Part 1, 2, and 3 nonpublic schools and home school students.

Maintains a separate, higher tuition rate for out-of-state students, which the State Board of Education will continue to adjust as appropriate.

Appropriates $700,000 in recurring funds for fiscal year 2017-2018 to the Department of Public Instruction to cover increased NCVPS enrollment and instructional costs for nonpublic school students, effective July 1, 2017.
