Authorizes the Division of Motor vehicles to produce a Mayberry special registration plate featuring imagery of an adult and child fishing similar to "The Andy Griffith Show" opening credits with the word "Mayberry" below.

Establishes an additional fee of $30.00 for the Mayberry plate, with $10 distributed to the Special Registration Plate Account and $20 to the Collegiate and Cultural Attraction Plate Account.

Requires the Division to transfer quarterly funds from the Collegiate and Cultural Attraction Plate Account derived from Mayberry plate sales to the Surry Arts Council for support.

Requires that applicable requirements in G.S. 20-79.3A be met before the Mayberry plate may be developed.

Effective July 1, 2018.
