Senate Bill 3 Summary

• Establishes procedures for Department of Transportation to dispose of residue properties acquired during right-of-way projects through public sale, negotiated sale, donation, or exchange based on property characteristics and appraised values.

• Eliminates the requirement for the Division of Motor Vehicles to submit annual reports on reducing vehicle miles traveled by state employees.

• Clarifies that hybrid vehicles with emissions components are subject to emissions inspections and modifies definitions of fuel cell electric vehicles and plug-in electric vehicles to exclude gasoline propulsion capability.

• Modifies driver's license revocation procedures for persons adjudicated incompetent or involuntarily committed for substance abuse by requiring immediate revocation if recommended by a clerk of court, and removes signature line from motor vehicle registration cards.

• Redesignates DMV license and theft inspectors as agents, limits issuance of 10-day temporary registration plates to two per vehicle annually, extends dealer timeframe for submitting vehicle registration documents from 10 to 20 days, allows remote conversion of full provisional licenses to Class C licenses, and modifies special identification card issuance and renewal procedures including remote renewal options.
