Requires county and municipal recreation programs to implement precautions for participant safety and well-being, including providing concussion awareness information and response protocols for contact sports.

Mandates that concussion awareness information and response protocols be consistent with rules adopted by the State Board of Education for interscholastic athletic activities under G.S. 115C-12(23).

Provides liability protection for program directors, employees, and volunteers from civil damages for actions authorized under this provision, except in cases of gross negligence, wanton conduct, or intentional wrongdoing.

Becomes effective October 1, 2017.
