Expands the prohibition on operating a motor vehicle in the leftmost travel lane of controlled-access or partially controlled-access highways to apply when driving at less than the speed limit or when impeding the steady flow of traffic.

Defines "impeding the steady flow of traffic" as when a driver knows or reasonably should know that a vehicle behind is traveling at a higher rate of speed and attempting to overtake.

Increases the monetary penalty for violating this prohibition from an unspecified amount to $200.00, classified as an infraction.

Removes the previous exception allowing slower traffic to use the leftmost lane on dual-lane highways when posted with "Slower Traffic Keep Right" signs; such signs no longer authorize use of the inside lane.

Takes effect December 1, 2017, and applies to offenses committed on or after that date.
