Designates September 11 of each year as "First Responders Day" in North Carolina as a legal public holiday.

Honors and remembers police officers, firefighters, emergency medical technicians, State Troopers, and public health personnel for their service and sacrifice.

Adds the new holiday to G.S. 103-4, which lists North Carolina's official public holidays, placing it after Labor Day.

Recognizes that North Carolina has 117,100 first responders including 24,000 police officers, 51,000 firefighters, 1,600 State Troopers, and 40,500 emergency medical technicians who risk their lives daily.

Takes effect when the bill becomes law.
