Expands the Advisory Council on Rare Diseases to review all proposed bills and resolutions pertaining to rare diseases, rare disease research, or rare disease care and prepare advisory notes within 14 calendar days.

Requires every bill and resolution addressing rare diseases to have an advisory note from the Advisory Council attached at the time of consideration by the General Assembly, containing the Council's opinion on merits and recommended changes.

Mandates bill sponsors submit copies to the Advisory Council, which must deliver the advisory note within two weeks unless the sponsor agrees to an extension; advisory notes are separate from the bill and not legislative intent.

Appropriates $250,000 for fiscal year 2017-2018 and $250,000 for fiscal year 2018-2019 to fund the Advisory Council's review and advisory note preparation activities.

Extends the terms of current Advisory Council members until July 31, 2021, and makes the act effective July 1, 2017.
