Directs the Department of Health and Human Services to study North Carolina's ability to provide women with timely and equitable access to high-quality, risk-appropriate maternal and neonatal care.

Study must examine complexity levels of care at delivering hospitals, referral and transport systems, disparities in access to care, service gaps, and issues affecting patient-provider matching.

Requires interim report to 2018 General Assembly on or before May 1, 2018, and final report with recommendations to 2019 General Assembly.

Study may include any other issues the Department deems relevant to understanding maternal and neonatal care delivery in the state.
