Expands the definition of "nonprofit tax exempt organizations" eligible to receive state surplus property to include nonprofit entities qualified to refurbish computers and donate them to low-income students or households throughout North Carolina.

Requires the State Surplus Property Agency to adopt rules establishing qualifications for nonprofit entities seeking to receive surplus computers for refurbishment and donation purposes.

Directs the State Surplus Property Agency to consider geographic distribution of counties when distributing computer equipment to ensure all regions of the state benefit from the surplus computer distributions.

Authorizes emergency rule adoption by the agency in accordance with G.S. 150B-21.1A to implement the provisions of this act.

Effective upon becoming law, ratified June 19, 2017, and approved June 28, 2017.
