Increases the barrel limit for small breweries that can self-distribute malt beverages from 25,000 to 103,091 barrels per year.

Allows qualifying breweries to sell to consumers at the brewery, to wholesalers, retailers, and exporters without requiring a separate wholesaler permit, provided they remain under the new barrel threshold.

Permits breweries under the limit to operate at up to three additional retail locations in North Carolina with appropriate permits, and must offer a reasonable selection of competitive malt beverage products at those locations.

Updates tax code references to tie the wholesaler/importer definition for resident breweries to the barrel limit established in the primary statute rather than maintaining a separate numerical threshold.

Becomes effective upon enactment.
