Allows North Carolina residents with mental illness, developmental disability, or co-occurring conditions to voluntarily request an electronic designation in the Division of Motor Vehicles database on their driver's license and vehicle registration.

Applicants requesting the designation must visit the Division of Motor Vehicles in person and pay a standard transaction fee set by the Division.

Requires law enforcement officers to receive training on interacting with individuals with mental illness or developmental disabilities, including education on the conditions, identification and response techniques, de-escalation methods, and alternatives to physical or lethal force.

Mandates crisis intervention training be included in both entry-level and in-service training standards for criminal justice officers and justice officers.

Becomes effective October 1, 2017.
