S331 - Military Operations Protection Act of 2017

• Establishes a moratorium on permit applications and issuance of permits for new onshore and offshore wind energy facilities from January 1, 2017, through December 31, 2020.

• Exempts facilities that received Federal Aviation Administration "Determination of No Hazard to Air Navigation" on or before May 17, 2013, and applications completed and submitted before January 1, 2017.

• Directs a study to map and document geospatial and temporal data on military operations across North Carolina's land, air, and water to identify where energy infrastructure may threaten military readiness and operations.

• Requires the study to be completed by June 30, 2019, with an RFP issued by December 31, 2017, and contract executed by June 30, 2018.

• Appropriates $50,000 from the 2016-2017 General Assembly budget to fund the study through the 2017-2018 fiscal year.
