Modifies G.S. 20-154(a) to require drivers to give a directional signal before starting, stopping, or turning from a direct line on a highway or public vehicular area.

Clarifies that drivers must (i) ensure the movement can be made safely, (ii) sound the horn if pedestrians are affected, and (iii) give a plainly visible signal to other drivers affected by the movement.

Maintains existing requirement that drivers cannot back a vehicle unless the movement can be made safely without interfering with other traffic.

Becomes effective December 1, 2017, and applies to offenses committed on or after that date.
