Makes technical and clarifying modifications to the 2018 current operations appropriations act (SB 99), including adjustments to funding levels for education, health and human services, commerce, public safety, and judicial departments.

Transfers the North Carolina Human Trafficking Commission from the Department of Justice to the Administrative Office of the Courts and allocates $1.5 million in nonrecurring funds for victim services.

Establishes the Legislative Commission on the Fair Treatment of College Student-Athletes to study health insurance, sports injuries, profit-sharing, academic rights, and other issues affecting student athletes, with a report due by March 1, 2019.

Makes various policy changes including increases to Medicaid rates for in-home aide services and adult optical coverage, provides funding for a suicide prevention lifeline, and adjusts capital appropriations for veterans homes and other projects.

Increases salaries for correctional officers and certain state employees by four percent and modifies provisions related to state trooper training reimbursement agreements and light rail project funding requirements.
