Codifies the establishment of the Manufacturing Solutions Center at Catawba Valley Community College as a new Article 5B in Chapter 115D of the General Statutes.

States the Center's purpose is to create and maintain jobs in North Carolina by supporting traditional and emerging industries through training, testing, market development, entrepreneur support, product sourcing, prototyping, applied research, and managing a manufacturing business incubator.

Requires the president of Catawba Valley Community College to appoint an executive director of the Center, who selects other personnel subject to the president's approval; all Center staff are employees of the college subject to its personnel policies.

Allows the Center to retain all fees collected for industry services (excluding regular curriculum and continuing education tuition) for Center operations, with purchases exempted from state procurement requirements but subject to Secretary of Administration notification for contracts exceeding $1,000,000.

Prohibits cost-plus percentage contracts and requires standard audit clauses in all Center agreements allowing the State Auditor and internal auditors to verify contractor records during and after contract terms.
