Defines "fully autonomous vehicles" and "automated driving systems" as motor vehicles capable of performing all dynamic driving tasks without human intervention within specified operational design domains.

Allows fully autonomous vehicles to operate without a human driver present if they comply with federal motor vehicle safety standards, maintain motor vehicle liability insurance, can achieve minimal risk conditions, and are registered as autonomous vehicles.

Exempts fully autonomous vehicles from driver's license requirements, seat belt requirements, and unattended vehicle laws when the automated driving system is engaged and operating.

Modifies crash reporting and duty-to-stop requirements so that autonomous vehicles comply by remaining at the scene and promptly contacting law enforcement, with vehicle owners responsible for violations.

Preempts local governments from enacting any ordinances regulating fully autonomous vehicles, centralizing regulation at the state level; effective December 1, 2017.
