Board of Governors shall set undergraduate tuition rates for Elizabeth City State University, University of North Carolina at Pembroke, and Western Carolina University using standard procedures rather than fixed rates.

State funds shall "buy down" tuition so resident students pay $500 per semester and nonresident students pay $2,500 per semester, beginning fall 2018.

Director of the Budget shall determine annual offset amounts to each institution for forgone tuition receipts, with authorization for up to $40 million annually in base budget increases.

Board of Governors must monitor solvency of the three institutions and may increase student payments if an institution faces unsustainable losses or financial jeopardy.

Institutions cannot collect total student payment receipts exceeding the difference between state buy-down funds and the full tuition rate set by the Board of Governors.
