Submits a referendum to North Carolina voters on November 6, 2018, asking whether they support urging Congress to pass a constitutional amendment declaring that constitutional rights belong only to individuals and not corporations or other artificial entities.

The referendum also seeks to urge Congress to pass an amendment declaring that constitutionally protected free speech excludes unlimited spending of money on political campaign contributions.

If a majority of votes support the referendum, the State Board of Elections shall certify results to the Secretary of State, President of the United States, all U.S. Congress members, the Governor, and members of the North Carolina General Assembly.

The bill is based on the premise that the Supreme Court has improperly extended constitutional rights to corporations and that equating money with free speech gives wealthy individuals and corporations disproportionate influence in elections.

The act becomes effective upon passage.
