Appropriates $7.5 million for fiscal year 2017-2018 and $7.5 million for fiscal year 2018-2019 to the Department of Health and Human Services, Office of Rural Health for a Community Health Centers Grant Program.

Grants awarded on competitive basis to free clinics, federally qualified health centers, rural health centers, local health departments, school-based health centers, and nonprofit organizations serving populations with at least 80% uninsured or underinsured patients.

Grant funds may be used to increase access to primary and preventative care, establish new services in underserved counties, create or sustain dental, pharmacy, and behavioral health services, and enhance facilities and technology.

Individual grant awards capped at $150,000 per fiscal year with preference given to applicants in areas with highest poverty rates or serving highest percentage of indigent clients; up to $300,000 annually may be used for program administration.

Grant recipients prohibited from using funds to increase compensation, replace existing federal funds, or pay down debt; must report annually on patient numbers, services provided, and quality health outcomes.
