North Carolina applies to Congress under Article V of the U.S. Constitution for a Convention of the States to propose amendments addressing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

The application serves as a continuing application in accordance with Article V until legislatures of at least two-thirds of the states submit applications on the same subject matter.

The application expires on December 31, 2026.

The Secretary of State shall transmit copies of the application to the President, Congress leadership, North Carolina's congressional delegation, and presiding officers of all state legislatures.

The resolution becomes effective upon ratification.
