Clarifies the service area for communications services provided by the city of Wilson and joint agencies exempted from certain requirements of Article 16A of Chapter 160A of the General Statutes.

Expands Wilson's service area to include any of the following: the county limits of Wilson County (including incorporated areas), the municipality of Pinetops, or any service connection within 800 feet of the centerline of Christian Road (State Road No. 1942) between its intersections with Bloomery Road and West Hornes Church Road.

Allows Wilson to provide communications services to these specified areas without complying with certain regulatory provisions that normally apply to municipal broadband providers.

Takes effect upon enactment.
