Authorizes organizations certified by the State Vocational Rehabilitation Agency that regularly transport handicapped persons to apply for distinguishing license plates, receiving one free plate per transporting vehicle.

Allows qualifying organizations to receive one removable windshield placard per transporting vehicle in addition to license plates, with the same parking privileges as individual handicapped persons.

Requires organizations applying for plates or placards to submit certification from the State Vocational Rehabilitation Agency rather than medical certification from a physician or eye care provider.

Specifies that organizations must recertify their State Vocational Rehabilitation Agency status every five years when renewing removable windshield placards.

Effective date: July 1, 2017.
