Prohibits operating a motor vehicle on public streets, highways, or public vehicular areas while using a mobile telephone or electronic communication device unless hands-free equipment is used.

Creates stricter penalties for operators under 18 years of age and school bus operators, who are prohibited from using mobile devices entirely except in emergency situations.

Establishes exceptions for single-button activation of hands-free features, GPS/navigation systems, smartwatches used for time, emergency communications, and official use by law enforcement and emergency responders.

Assigns penalties of $200 fine for general violations, $50 for minors, and a Class 2 misdemeanor for school bus operators; violations do not result in driver's license points or insurance surcharges.

Becomes effective December 1, 2017, and prohibits local governments from passing their own ordinances regulating mobile device use while driving.
