Authorizes school buses to operate blue lights in addition to the currently required red lights on the front and rear.

Permits school buses to use blue lights only when transporting school students over established routes to and from school for regularly scheduled school days.

Modifies the definition of "school bus" to allow lights of colors authorized under G.S. 20-130.1 rather than restricting them to red lights.

Amends G.S. 20-130.1(c) to add school buses as an exception to the prohibition on possessing and operating blue lights, alongside law enforcement vehicles.
