Prohibits counties and cities from adopting or enforcing new local ordinances requiring additional routine building inspections beyond those required by the North Carolina Building Code without prior approval from the North Carolina Building Code Council.

Allows licensed architects and engineers to conduct field inspections and certify building components without requiring local government inspection, and eliminates architect/engineer certification requirements for manufacturer-engineered components that comply with state building codes.

Requires all county and city inspection departments to establish informal internal review processes for inspection decisions by December 1, 2017, including supervisor review and notification procedures for permit holders.

Expands the Residential Code Committee and Building Code Committee within the Building Code Council to oversee revisions to all current and future codes applicable to residential and commercial construction, respectively.

Prohibits enforcement agencies from applying new code interpretations to construction projects begun under valid permits at the time the interpretation is issued.
