Modernizes plat recording requirements by replacing control corner standards with grid control system tied to published geodetic datums or North Carolina State Plane Coordinate System.

Requires surveyors to label plat corners with X (easting) and Y (northing) coordinates referenced to a published geodetic datum, with flexibility to use existing bearing control where practical for consistency with previously recorded plats.

Expands required information on plat titles to include surveyor's firm name and license number, revision dates and descriptions, and clarifies that this information must be prominently displayed rather than buried in notes.

Eliminates the use of control corners established under G.S. 39-32.1 through 39-32.4 by repealing Article 5A of Chapter 39 of the General Statutes.

Permits maps attached to deeds to be submitted in black line on white paper format instead of requiring transparent and archival materials, provided a security copy is maintained by the register of deeds.
