Repeals G.S. 143B-426.40A allowing state and local government employees to authorize payroll deductions for employees' association membership dues and voluntary contributions.

Adds G.S. 95-25.8(a1) prohibiting employers from withholding or diverting any portion of employee wages to pay membership fees or dues to organizations under 26 U.S.C. 501(c)(5) or 501(c)(6), except where federal law requires otherwise.

Prohibition on wage withholding for membership dues becomes effective upon enactment and applies to agreements entered into, renewed, or extended on or after that date.

Repeal of payroll deduction authorization becomes effective upon enactment.

Includes severability clause protecting remaining provisions if any section is declared unconstitutional or invalid.
