Prohibits state entities from contracting with vendors who employ former state employees to administer state contracts within six months of those employees' termination.

Requires vendors submitting bids or contracts to certify they will not use former state employees in contract administration; false certification is a Class I felony.

Defines "administration of a contract" as oversight, decision-making authority, contract interpretation, or participation in specifications, terms, preparation, or award of contracts.

Defines "former state employee" as anyone employed by the relevant state agency within the preceding six months who personally participated in contract awards, contract management, or regulatory decisions affecting the vendor during their final six months of employment.

Voids any contract that violates these provisions; becomes effective October 1, 2017 for contracts entered into on or after that date.
