Repeals G.S. 1-606(7) and updates civil penalties in the North Carolina False Claims Act to align with federal inflation adjustments under the Federal Civil Penalties Inflation Adjustment Act of 1990.

Modifies qui tam (private whistleblower) lawsuit procedures by requiring written consent from both the court and Attorney General for dismissal, with reasons for consent documented.

Removes restrictions on public employees and officials bringing false claims actions, eliminating the prohibition on suits based on information obtained through their official duties.

Simplifies the "original source" doctrine by allowing private plaintiffs to proceed if they voluntarily disclosed information to the State before public disclosure, or if they have independent knowledge that materially adds to publicly disclosed allegations.

Extends whistleblower retaliation protections to employees, contractors, and agents, providing remedies including reinstatement, double back pay, interest, and attorney's fees, with a three-year statute of limitations for bringing retaliation claims.
