Directs the University of North Carolina Board of Governors to conduct a comprehensive study of performance-based funding models and campus-level spending flexibility.

Requires the BOG to report findings and recommendations by January 1, 2018, to the chairs of the Senate Appropriations Committee on Education/Higher Education and House Education/Higher Education Appropriations Committee.

Identifies concerns with the current 20-year-old 12-cell matrix funding model, which funds based only on projected enrollment without incentives to reduce dropouts, increase graduation rates, or ensure students obtain marketable degrees.

Requests the report include specific, detailed recommendations for a new funding model that addresses low graduation rates, excessive reliance on teaching assistants, and lack of accountability for student outcomes.

Becomes effective upon enactment.
