Requires Rural Transportation Planning Organizations (RTPOs) to develop and implement attendance policies for members.

Mandates that RTPO members designate at least one representative authorized to attend meetings on their behalf.

Establishes a minimum attendance requirement of at least 50% of meetings held per calendar year for members or their designees.

Requires RTPOs to maintain attendance records for each meeting and post them on the RTPO website or submit them to the Department for posting.

Suspends any area or entity represented by a member failing to meet minimum attendance requirements from participating in the RTPO for the following calendar year.
