Establishes licensure requirements for mobile salons operating as self-contained, enclosed motor home units for practicing cosmetic art in North Carolina.

Requires mobile salon owners to obtain Board approval, pay $25 annual licensing fee, pass inspection, and comply with all cosmetic art shop regulations regarding facilities, personnel, and safety standards.

Mandates mobile salons maintain functional sink and toilet facilities, adequate clean water and waste water storage, and prohibits cosmetic services while the vehicle is moving.

Requires mobile salon owners to maintain a permanent business address for record-keeping and provide the Board with a monthly written itinerary of locations, dates, and hours of operation for inspections.

Applies all existing Chapter 88B licensing and operating requirements to mobile salons, plus compliance with motor vehicle laws, building codes, Americans with Disabilities Act, OSHA requirements, and local business ordinances; effective July 1, 2017.
