Reduces the waiting period for restoration of firearms rights from 20 years to 10 years for individuals convicted of nonviolent felonies whose civil rights have been restored.

Allows individuals convicted of nonviolent felonies in North Carolina to petition district court in their residence district to restore firearms rights after 10 years of restored civil rights.

Extends the same 10-year restoration pathway to individuals convicted of nonviolent felonies in other jurisdictions if their civil rights were restored under the laws of the conviction state.

Requires petitioners to meet all specified criteria and not be otherwise disqualified before a court may grant firearms rights restoration after a hearing.

Effective upon becoming law.
