Adds charter schools to the list of public schools eligible to establish cooperative innovative high schools (CIHSs) under Part 9 of Article 16 of Chapter 115C.

Charter schools approved as CIHSs shall be subject to statutes and rules applicable to those schools in addition to charter school regulations.

Expands the definition of "local board of education" for CIHS purposes to include boards of directors of charter schools and regional school boards of directors.

Clarifies that CIHSs have the same exemptions from statutes and rules as charter schools, except that local boards of education remain subject to applicable personnel-related statutes and rules.

Effective upon becoming law and applies to CIHS applications submitted on or after the effective date.
